Connect2Surrey's Review on the Evolving Care Sector
The social care sector continues to evolve rapidly, shaped by new policies, shifting budgets, and changing workforce dynamics. Over the past year, professionals across the sector have witnessed significant developments that are influencing recruitment, retention, and day-to-day practice. In this blog, our team share their perspectives on key trends, challenges, and opportunities shaping the social care market today. Whether you’re currently seeking your next role or looking to understand the broader landscape, these insights offer valuable guidance for navigating this dynamic environment.
What changes have you observed in the social care market over the past year?
Steve:
There have been a few significant changes this year, including stricter recruitment controls and the introduction of the DfE statutory guidance—both of which have had a notable impact. At the same time, there remains a strong demand for highly experienced practitioners, particularly in geographical areas that are less populated or harder to access. It will be interesting to see how, if at all, LGR (Local Government Reorganisation) will influence this landscape.
Jess:
There have been a few notable changes recently, such as the introduction of the DfE statutory guidance; however, this has not yet impacted adult social care. We’ve seen a strong demand in residential care for reliable and experienced candidates, and it’s encouraging to see local authorities recognising the value these workers bring.
In what ways have changes to local authority budgets affected recruitment in the past year?
Jess:
There are definitely instances where the process can be slowed down, which can make things challenging at times. However, it can also be beneficial, as it often results in a wider pool of skilled candidates to choose from. For social workers, it's important to be registered with agencies that are working directly with local authorities—this helps ensure you don’t miss out on the perfect opportunity.
Steve:
Local authorities are definitely having to scrutinise their recruitment more closely, especially as budgets continue to be squeezed across the country. This makes it even more important for candidates to register with framework-approved companies and to avoid recruiters who may submit CVs without consent. Experienced social workers should look to partner with companies that have established relationships with local authorities—those who can genuinely support you in finding your next role and navigating the process with transparency and care.
What advice would you offer to practitioners currently looking for their next role in social care?
Steve:
One of my main tips is to ensure your CV is handled with care. It should never be sent to a local authority without your explicit permission—as this can damage your professional reputation and potentially harm your chances of securing the right role. Working with one dedicated talent partner, rather than registering with multiple agencies, significantly reduces this risk. Trust and clear communication between you and your talent partner are absolutely essential.
Jess:
Work with companies that are partnered with local authorities—you’ll benefit from faster processes and a higher level of service. Dedicated talent partners can guide you through every detail of the role and ensure you're fully prepared for your first day.
Looking ahead, what do you believe will be the most significant change in the social care sector over the next year?
Steve:
I believe the most significant change on the horizon is the evolution of the DfE statutory guidance and the potential introduction of formal regulation. It’s important to stay informed about how these changes will impact children’s agency recruitment, when the guidance may become legislation, and whether similar developments will extend to adult social care in the future.
Jess:
I believe we’re going to see significant change over the next year. The DfE guidance will continue to drive transformation, alongside preparations for local government reform. Within the next couple of years, some local authorities as we know them today may no longer exist. It’s an exciting and pivotal time for the sector, full of opportunities and challenges.
